Policy Committee




The Policy Committee of the Gallia, Jackson, Meigs & Vinton Solid Waste Management District met Thursday, May 8, 2014 at 3:30 p.m.

Call to Order

Chairman, Harold Montgomery, called the meeting to order @ 3:30 p.m.  

Roll Call was taken with the following members present:  Gallia County: Harold Montgomery, James Allen, Barb Bradley, Michelle Miller, Brett Boothe; Jackson County: Jerry Hall, Randy Heath, Greg Ervin, Kevin Aston (late for Roll Call), Roy Arthur, Tom Woltz; Meigs County:  Tim Ihle, Jon Jacobs, Mike Gerlach (late for Roll Call), Steve Swatzel for Larry Marshall; Vinton County: Mike Bledsoe, Emily Poling for Janelle McManis, Gretchen Radabaugh for Vicki Maxwell.  Guests included:  Nick Rupert, Jr. of Rumpke.  District Staff present were Terri Marchi and Cindy Saltsman.


Old Business


Minutes of 11/21/13 were reviewed.  Mike Bledsoe made a motion to accept 11/21/13 minutes Tom Woltz seconded the motion.  All were in favor, motion passed.


Terri Marchi informed the Policy Committee that Nick Rupert Sr. would be retiring soon.  She asked if it was alright with everyone to replace his spot on the Policy Committee with Gerald Stewart (who has been representing Nick at previous meetings).  The Policy Committee had no problem with that placement.


Plan Comments  Terri Marchi said OEPA had a few minor recommendations for the Plan.  OEPA questioned why the contract with Rumpke was not in the Plan.  It was decided that since the contract would be over before the Plan came into effect the District felt that it was not necessary being in the Plan.  We had the thirty day comment period (3/24 – 4/22) with no comments and also the Public Hearing on May 3, with no public present. Terri explained the following remaining guideline: Mail plan to required agencies for ratification (90 days after receipt), and send Plan back to OEPA for final approval by March and they have 90 days to approve it.  Plan should be approved by   June, 2015.  We have to have 3 out of 4 of the largest municipalities (Gallipolis, Jackson, Middleport, McArthur), 3 out of 4 of County Commissioners, and 60% of all Trustees.  We need to have 60% yes votes come in; a non vote is considered a no vote.  Terri thanked the Sub-Policy Committee for their hard work on the Plan.  Randy Heath asked if the fees in the Plan were staying at $1/$2/$1.  Terri Marchi said they were.


Randy Heath, Mayor of Jackson, reported that the City has received approval of a grant to purchase a packer truck for their curbside recycling.


Tim Ihle reported that Meigs County also received a grant in the amount of $20,000.00 for the cleanup of the County.


Barb Bradley made a motion to accept Resolution 0514-A, to adopt the Solid Waste Management Plan, Randy Heath seconded the motion.  Vote was done by Roll Call.  Harold Montgomery, yes; Jay Cremeens, not present; James Allen, yes; Barb Bradley, yes; Michelle Miller, yes; Randy Halley, not present; Brett Boothe, yes; Jerry Hall, yes; Randy Heath, yes; Kevin Aston yes; Dan Lockard, not present; Tom Woltz, yes; Roy Arthur, yes; Greg Ervin, yes; Tim Ihle, yes; Mike Gerlach, yes; Steve Swatzel for Larry Marshall, yes; Tom Anderson, not present; Jon Jacobs, yes; Marilyn Anderson, not present; John Musser, not present; Mike Bledsoe, yes; Jim Wooddell, not present; Emily Poling for Janelle McManis, yes; Nick Rupert Sr., not present; Rex Phillips, not present; Matt Chesser, not present; Gretchen Radabaugh for Vicki Maxwell, yes.  Motion passed with 18 yes votes.


Chairman, Harold Montgomery asked what the time frame was on the ratification process.  Cindy Saltsman said the Plan will be mailed to the government entities around the first couple weeks in June.  They have 90 days to respond and the last day for ratification will be around September the 8th. Greg Ervin asked how many Plans would be sent out and Terri said there are 74.  Harold asked the Committee to talk to their Trustees to remind them to respond and to vote yes.  Terri Marchi said there will be a self-addressed, stamped envelope for them to send their resolution back in.


With a motion by Mike Bledsoe and a second by Mike Gerlach, the Policy Committee adjourned at 3:46 p.m.
