Minutes 7/11/19

 

The Gallia, Jackson, Meigs & Vinton Solid Waste Management District Board of Directors met in special session on July 11, 2019 at 3:30 p.m. at the District office, 1056 S. New Hampshire Avenue, Wellston, Ohio.

Chairman, Paul Haller called the meeting to order at 3:32.  The following were present: Harold Montgomery, Brent Saunders & David Smith – Gallia County; Ed Armstrong. Jon Hensler & Paul Haller– Jackson County; Tim Ihle, Randy Smith & Jimmy Will – Meigs County; Tim Eberts & William Wellman – Vinton County.  A quorum was present.  Others attending were: Bill Shumate, Service Director for the City of Wellston; Bobbi Montgomery, Candidate for State Representative; Bill Cole and Cindy Saltsman.

 

The purpose of this meeting was to discuss the City of Wellston putting a dump station on the property the GJMV SWMD leases from them.  The Board and guests went outside to look at the trucks that would be coming through the property and to look at the work that was already in place.  When everyone returned to the meeting room, Bill Shumate spoke to the Board and said that it was totally his fault.  He assumed that the GJMV only leased around the building and not where the station was placed.  Paul Haller asked him if this was for disposing of the storm drains and Mr. Shumate said it was sanitary human waste that would be disposed.  There would be some sludge left there until it dried and then the city would use a Bobcat to load it and take it to the sewer plant.   David Smith asked if there would be a smell and Mr. Shumate said no.  Tim Eberts asked how often they would be dumping, and Mr. Shumate said maybe twice a month and sometimes they would go two months without dumping anything.  David Smith asked if the City was interested in buying the property and Mr. Shumate said they would be willing to talk.  David Smith then made a motion to go into Executive Session to discuss legal contracts with our legal counsel and Cindy Saltsman.  Harold Montgomery seconded the motion.  Vote was done be Roll Call: Harold Montgomery, yes; Brent Saunders, yes; Dave Smith, yes; Ed Armstrong, yes; Jon Hensler, yes; Paul Haller, yes; Tim Ihle, yes; Randy Smith, yes, Jimmy Will, yes: Tim Eberts, yes; Mark Fout, not present; William Wellman, yes.  The Board went into Executive Session at 3:46 p.m.  The Board came out of Executive Session at 4:19 p.m.  David Smith made a motion to authorize legal counsel to draft a lease with the City of Wellston and authorize the Chairman, Paul Haller to sign it, Tim Eberts seconded the motion. Vote was done be Roll Call: Harold Montgomery, no; Brent Saunders, yes; Dave Smith, yes; Ed Armstrong, no; Jon Hensler, yes; Paul Haller, yes; Tim Ihle, yes; Randy Smith, no, Jimmy Will, yes: Tim Eberts, yes; Mark Fout, not present; William Wellman, yes.  

 

With a motion by Jon Hensler a second by David Smith, the board adjourned at 4:21 p.m.
